A Legacy of Building It Right
Bacallao Construction and Engineering was founded in 1998 by Christopher Bacallao with a single excavator, a small crew, and a handshake reputation for getting the job done. What began as a family-owned earthwork operation in Miami has grown into one of South Florida's most trusted heavy civil site contractors.
Christopher started his career as a laborer on FDOT road projects in the early 1990s. He learned every trade from the ground up — operating heavy equipment, reading plans, managing MOT, laying pipe — before earning his general contractor's license and launching BC&E. That hands-on DNA still defines how we work. Our leadership walks job sites daily, our superintendents are working supervisors, and every project is managed like our name is on the line — because it is.
Today, BC&E self-performs roadway construction, mass earthwork, underground utility installation, and complete site development for public agencies, prime contractors, and private developers across Miami-Dade, Broward, and Palm Beach counties. We own and maintain a fleet of over 60 pieces of heavy equipment and employ a core workforce of 120 skilled operators, pipefitters, laborers, and field engineers.

Christopher Bacallao
Founder & PresidentChristopher has over 30 years of experience in heavy civil construction. He holds a State of Florida General Contractor license and has personally managed over $250 million in public and private infrastructure projects. He oversees all company operations, client relationships, and strategic growth.
Maria Bacallao
Vice President of OperationsMaria manages day-to-day field operations, resource allocation, and scheduling across all active projects. With 18 years in the construction industry, she brings disciplined project controls and a focus on workforce development.
David Herrera, PE
Chief EstimatorDavid leads our estimating and preconstruction department, preparing detailed quantity takeoffs, cost analyses, and bid proposals. He holds a Professional Engineer license in the State of Florida and has 15 years of experience in civil engineering and construction estimating.
James Whitfield
Director of Safety & ComplianceJames oversees BC&E's safety program, regulatory compliance, and training. He holds OSHA-30, ATSSA, and CPR/First Aid certifications and has maintained our EMR below 0.85 for seven consecutive years.

BC&E owns and maintains a fleet of over 60 pieces of heavy construction equipment, eliminating reliance on rental companies and giving us full control over scheduling and costs. Our equipment is GPS-equipped, regularly maintained in our on-site shop, and operated by experienced union operators.
