Roadway Construction
BC&E builds, reconstructs, and rehabilitates roadways for county, state, and municipal agencies as well as private developers. Our paving crews and operators deliver smooth, specification-compliant surfaces on projects ranging from local neighborhood streets to multi-lane state highways. We coordinate closely with utility and drainage teams to maintain project schedules and minimize disruption to traffic flow.

Earthwork & Site Development
Whether the project calls for clearing a 200-acre greenfield site or regrading an active commercial property, BC&E has the fleet, the operators, and the GPS technology to move earth with precision. We handle every phase of site development from initial clearing and grubbing through final grade, ensuring that the building pad, retention areas, and roadway subgrades meet design tolerances.

Utility Construction
BC&E installs, replaces, and relocates underground utility infrastructure in both greenfield and existing rights-of-way. Our utility crews work safely around live systems, maintain full MOT on active roadways, and coordinate closely with utility owners and inspectors to keep projects on track. We self-perform open-cut and trenchless installations for water, sewer, storm drainage, and dry utilities.

Maintenance of Traffic (MOT)
Certified MOT setup, including lane closures, detour routing, arrow boards, barrier walls, and flagging operations for state and local roadways.
Erosion Control & SWPPP Management
Silt fence, turbidity barriers, inlet protection, stabilized construction entrances, and NPDES-compliant stormwater pollution prevention plans.
Concrete Flatwork
Sidewalks, valley gutters, ditch pavement, headwalls, retaining walls, and miscellaneous structural concrete for civil applications.
Site Demolition
Structural demolition, pavement removal, and disposal of existing improvements in preparation for new construction.
Emergency Response
24/7 emergency response for water main breaks, sewer collapses, roadway washouts, and storm-related infrastructure damage. On-call agreements available with public agencies.
Preconstruction Services
Constructability reviews, value engineering, quantity verification, and scheduling consultation during the design phase.
